Public Safety Report
The Public Safety Report is compiled from numerous sources, both official and unofficial, including police, fire, and EMS dispatches, press releases, official reports, court documents, interviews, and other sources.
In the case of criminal charges, individuals arrested or charged are presumed innocent unless convicted in a court of law.
Traffic Concerns and Citations
A verbal warning was issued on April 5 at 11:35 a.m. near Seward Highway and Sea Lion Drive for speed.
Melanie Goddard was issued a citation on April 5 at 3:49 p.m. near Seward Highway and North Harbor Street for failure to provide proof of insurance. A verbal warning was also given for operating a vehicle with expired registration.
A verbal warning was issued on April 5 at 4:24 p.m. near Seward Highway and Airport Road for equipment violation.
Jimmy Maddy was issued a citation on April 6 at 6:53 a.m. for driving with expired registration. Verbal warnings were given for having an obscured plate, having no registration in the vehicle, and failure to provide proof of insurance near Seward Highway and Sea Lion Avenue.
Verbal warnings were issued on April 6 at 9:20 a.m. near Seward Highway and Airport Road for not having a front license plate displayed and not having a driver’s license while operating a motor vehicle.
Verbal warnings were issued on April 6 at 1:47 p.m. near Seward Highway and C Street for white light to rear equipment violation and not having a front license plate displayed.
Daniel Franklin was issued a citation on April 7 at 10:16 a.m. for having excessively tinted windows. Verbal warnings were also given for driving with expired proof of insurance, not having a front license plate displayed and having a severely damaged rear license plate near Port Avenue and Northwestern Circle.
Verbal warnings were issued on April 7 at 4:04 p.m. for not having a front license plate displayed, driving without proof of insurance or proof of registration near Seward Highway and Hemlock Street.
Kenneth Watson, Jr was issued a citation on April 8 at 3:37 p.m. for driving with expired registration. Verbal warnings were also given for having no registration in the vehicle and failure to provide proof of insurance near mile 1 of Nash Road.
Verbal warnings were issued on April 8 at 3:52 p.m. near Airport Road and Seward Highway for having a brake light out and no visible front license plate.
Alana Kaupu was issued a citation on April 9 at 9:56 p.m. near Fourth Avenue and North Harbor Street for expired registration. Verbal warnings were also given for failure to stop at a stop sign, failure to carry license and registration and tail light requirements.
Daniel Armstrong was issued a citation on April 10 at 5:21 a.m. near Seward Highway and Aspen Lane for failure to carry proof of insurance. A verbal warning was also given for headlight requirements.
Phil Vo was issued a citation on April 10 at 5:36 a.m. near Seward Highway and Hemlock Street for speed.
Amy Dunville was issued a citation on April 10 at 6 a.m. near Third Avenue and C Street for headlight and tail light requirements.
A verbal warning was issued on April 10 at 11:53 p.m. for speed near Fourth Avenue and Madison Street.
An ambulance was dispatched to Lowell Canyon Road on April 5 at 9:40 a.m.
An ambulance was dispatched to Spring Creek Correctional Center on April 5 at 4:23 p.m.
A 911 open-line was received on April 6 at 8:21 a.m. from Sixth Avenue.
A 911 misdial was received on April 9 at 10:29 a.m. from First Avenue.
National Tsunami Warning Center reported a magnitude 4.6 earthquake 155 miles Southeast of Kodiak City and 335 miles South of Anchorage on April 8 at 11:58 a.m. No tsunami warning was issued.
On April 5 at 11:13 a.m. a caller advised that a one-year old child entered her yard and disappeared before she could get to him. The child was wearing an orange shirt and a diaper. The caller advised that the child was located and returned to the parent.
A caller advised that approximately $47,000 worth of equipment has been stolen on April 5 at 12 p.m.
An officer arrested Charlotte Davenport at the DMV for a Trooper warrant on April 5 at 3:35 p.m.
On April 5 at 8:37 p.m. a caller reported seeing an intoxicated pedestrian who was walking in and out of the road on Fourth Avenue. An officer contacted the individual near C Street and Fourth Avenue, and he advised he could care for himself.
A caller reported someone was running around near the Breeze Inn on April 5 at 11:44 p.m. without a shirt on and who seemed to be on drugs. An officer spoke with a male who admitted to using methamphetamines and he was transported to the hospital. Two others were also interviewed.
An officer contacted a man who had his motorhome parked near the Japp Creek Water Tower on April 6 at 12:56 a.m. He was advised there was no camping there and he agreed to move his motorhome.
An officer was requested to Fourth Avenue on April 8 at 11:23 a.m. for the report an act of vandalism to the Bayside Apartments.
In addition to routine patrols, between April 5 and April 10, the Seward Police Department recorded 149 physical security checks of local businesses and other locations in Seward.
